An aggressive letter has gone out to businesses in Dorchester asking them to vote NO to the Dorchester BID when balloting starts in June.
Wessex FM has received a copy which describes the levy paid by town centre companies as "wasted money" and claiming the project has "drastically failed".
The letter has been sent out anonymously.
Phil Gordon from the BID has described it as containing many inaccuracies and a personal insult to those who've volunteered their time to help the project.
The letter also makes claims with regards to business rates.
West Dorset District Council economic regeneration manager Ian Doyle said:
“The BID levy is separate to normal business rates.
“The amount each business has to pay is based on the rateable value of their property.”
