Purbeck District Council is selling off its car park to make way for affordable housing.
Bosses who made the decision also ensured developers agreed not to build on a protected land nearby.
The money made from the sale will go toward creating more cheap homes around the district.
A final decision on the West Street and Pound Lane site will be considered by the Council's planning board.
Councillor Mike Lovell, Housing and Transport Spokesperson for Purbeck District Council, said: "This is a great opportunity to bring some much needed rented or shared ownership housing to Wareham. Therefore, as a condition of the sale, council requires that 40% of the housing provided on site is affordable.
"Being situated within a conservation area, it is also important that the design of the new homes complements the surrounding houses and the developer guidelines will assist with this."
